The use of semaphore flags (as we know them) dates back to the 18th century. Anyone can use this code to communicate words and whole messages. You 'send' by holding the flags in specific positions -- each position corresponds to a letter of the alphabet. It's pretty easy, really -- once you get the hang of it.
Since there is always the possibility of someone intercepting a radio message, the utter simplicity of using someone waving flags to communicate is very appealing.
Some of our Communicators -- the signalling experts of the Navy -- can send up to 20 words a minute using semaphore! Of course -- you have to see a semaphore signaller to understand the message, so it's usually done between ships over short distances and in daylight.
